add grey cloud object from symbols tab, stretch fullscreen
add two wave filters increase values to make fuzz
add color extraction filter , move rgb values
make sure you put values only to first frame if you dont want to animate them.
decrease alpha channel to 50% or less.
add video clip under fuzz layer
